Mark Adams

Training Center Manager


Mark is the REE Manager and oversees the REE Training Center and the Technical Monitoring component of the KY Weatherization Assistance Program (WAP). He also works closely with the KHC WAP staff in Federal grant guidelines/regulations, budgets, and Department of Energy (DOE) communications. Prior to joining the KHC team, Mark was the Weatherization Manager for the State of West Virginia’s Weatherization Program from 2015 to 2022. He has over 35 years’ experience in grant and personnel management, business development, industry, training/instruction, and non-profit organization operations. Mark has a Bachelor of Arts degree in Counseling, and a Master of Science degree in Adult Technical Education. Both degrees were earned at Marshall University.

Chase Garrett

Program Coordinator


Chase assists in administering the REE’s training website and manages the social media and marketing for the center. He is a graduate of the University of Michigan with a bachelor’s degree in Communications & Media.  Prior to joining the REE team in 2023, Chase worked in Kentucky Housing Corporation’s (KHC) Communications & Marketing team. He has 6 years’ experience in social media marketing and business and is an advocate of servicing others for the common good

Troy Gosser

Instructor


Troy has 15 years’ experience in the Department of Energy Weatherization Assistance Program, 8 years as an Energy Auditor and 5 years as a monitor/trainer.  Troy is Building Performance Institute (BPI) certified in Quality Control Inspector, Energy Auditor, Building Analyst, Crew Leader, Retrofit Installer Technician, Healthy Home Evaluator, and Infiltration and Duct Leakage designations. Troy holds Level 1 Thermography certification, is certified by the Environmental Protection Agency as a lead-based paint renovator and is trained in construction safety under Occupational Safety and Health Administration standards.  Troy brings with him 10 years of experience in the private-market building construction industry.

Dewayne Cade

Instructor


Dewayne has 12 years’ experience in the Department of Energy-funded Weatherization Assistance Program (WAP) performing comprehensive energy audits and quality control inspections of technical work, and 4 years’ experience as a trainer/monitor. Dewayne is BPI-certified in the following designations: Quality Control Inspector, Energy Auditor, Retrofit Installer Technician, and Building Analyst. He holds Level 1 Thermography certification, is certified by the EPA as a lead-based paint renovator, and is an expert in duct leakage diagnostics, zonal pressure diagnostics and combustion appliance zone safety. Dewayne also serves as a technical monitor for Kentucky’s WAP network.

Jason Reneau

Instructor/Technical Monitor


Jason serves as a technical monitor for Kentucky’s WAP network. He has a year of experience in the Department of Energy Weatherization Assistance Program, 7 years’ experience as a KY HVAC Journeyman, including teaching HVAC classes at Bluegrass Community & Technical College, and has an associate’s degree in Refrigeration Technology. Jason holds OSHA 30 certification, Lead RRP certification, and has various experience in construction. He is in the process of earning Building Performance Institute (BPI) Energy Auditor and Quality Control Inspector certifications, as well as a Level 1 Thermography certification. Jason also has a bachelor’s degree in Psychology.

Johnny Luckenbill

Technical Monitor Lead


Johnny serves as a technical monitor for Kentucky’s WAP network. He has 4 years’ experience in the Department of Energy Weatherization Assistance Program, 3 of those years working as a Dwelling Needs Evaluator (DNE). Johnny also has 11 years’ experience in general construction. Johnny holds OSHA 30 certification, Lead RRP certification, Level 1 Thermography certification, as well as a certification through Blue House Energy for Envelope Fundamentals. Johnny is BPI-certified in the following designations: Quality Control Inspector, Energy Auditor, Building Analyst, Infiltration and Duct Leakage, and Building Science Principles.
